Function points (FP) are a way in which to measure the “size” of an IT  project from a functional perspective.

FPs are counted by reviewing available project documentation such as requirements, analysis documents etc., making assumptions about unknown functionality and understanding the Data and Functional Transactions. They can only be counted for software projects. Non-software projects will need to determine another sizing metric.

All software can be broken down into 2 types of Data and 3 types of functional transactions:

– Internal Logical Files (ILFs) – data that is internally managed/updated by the system and

– External Interface Files (EIFs) – data that is referenced by the system and managed by another system

– External Inputs (EIs) – inputs from outside the system (eg. User input)

– External Outputs (EOs) – outputs from the system that provide information (eg. Reports)

– External Enquiries (EQs) – accessing and retrieving data from the system, but where data is replicated and not altered for display/reporting (eg. user search)

In addition to the above, there are 14 different characteristics that are considered when determining the added complexity of the application/project.
